There is nothing wrong.
End remains high as long as the burstgen is at the end of its cycle.
As for the extra steps - when you move the switch, you disconnect
the "hold" line from the output that was activating it, so the
burstgen counts right round the "loop" until it finds the position
the switch has been moved to.
