What you have done sounds correct.
First discconnect the wire from RSS and see if you still have problems.
Yes - you've disturbed something else. perhaps investigate the input stage.
Did you swap the LM342 for a TL074?
No - you are picking up nise through your wires. Try adding a capcitor
between RSS and 0V. Start with 1n (1000pf). if that isn't good enough, try
10n (0.01uF),
