Well ... Not as it stands. Basically, it was done this way to emulate the
Serge, shortcomings and all.
If you were to connect a 1k resistor to pin 7 of IC1B (the one without the
pin numbers on the diagram!) you could then use that as the output, but it
would still be connected to the rest of the divider circuitry all of the
time too.
