Dual pots are used when two parameters need to be controlled in parallel,
and having them operate independently would not be beneficial, or would be
outright bad.
That said, in this case, you may get away with it. Your two filter parts
(upper and lower) would be adjusted independantly. As such you would be able
to vary the bandwidth. There would be some settings where no sound at all
gets through though.
