I'm almost done building the digital noise module,
except I can't find the 4006 IC very easily. Any
comparable replacements? I'm also not 100% sure where
the potentiometer hooks up. Is it at CLKO?

If you look at the schematic, you will see how the pot connects up. One end
goes to ground, the other end goes to the non-switched terminal of the CV
jack, and the center pin (wiper) goes to the pad marked CV. The switched
termianl of the jack goes to +15.
