CGS35 Synthacon problem

Hi, I'm having trouble with my Synthacon filter. I have the REV1
board, and I am unable to get the circuit to work. There is no
filtering going on. You can hear a little scratching when you turn
the res pot, but that's it. I've checked orientations, replaced
parts, etc. The only (possibly) useful info I can give you is that
when I compared my voltages to the readings listed at
http://www.cgs.synth.net/modules/pic/schem_cgs35_syntha_vcf_voltages.jpg,
everything seemed roughly the same except for the voltages at the
collectors of the differential pair. My circuit has -.63v at the
collector of the transistor that connects to the CV input, and 1.65v
at the collector of the other. I feel like I've tried everything. If
anyone has any ideas, I'd really appreciate it. Thanks!
