2nd CGS114 DUSG issues

Upon turning on, None of the signals show response. Until I fiddle around with the TL072 (353 substitution) in socket, it doesn't work. Finally taking an LFO to the input seems to work, though as I turn the rise knob 5 cents the signal dies. The fall knob shows no response. As I take the same signal and apply it to the trigger in, the LED stays on even if I take the signal out, until my fingers brush against the back of some of the pinouts of the 353 substitution. I already have a 114 board working entirely, trying to make a quad slope generator for a +/-15v system. The transistors are all 3904 and 3906, placed in reverse. I have the half of the board not yet wired up with a 353, as I wanted to compare the difference.
Any one have a clue whats going on? I looked for shorts, but came up empty.

The chip should make no difference. TL072 and LF353 are often marketed as
the same device (despite their minor differences). You may have lifted a pad
when soldering, or have some other part incorrectly installed - perhaps a
wrong value resistor or something.
