I have a question about MC3401 vs LM3900. If I substitute the MC3401 with a LM3900, shall the LM3900 use the local 6V regulator? I run this on +/- 15V

There is no need to change the voltage to the chip. Simply use the LM3900 as a direct replacement.

I say CGS75 in the topic. My mistake. It is of course the CGS76
One more question: Notes says if I run this on 15V I shall replace the marked 1K8 resistor with a 2K7 resistor. What about the 2K2 resistor. This resistor also have a * on the pcb

No need. The two * resistors form a ratio. I marked both in case I needed to
specify changes to both. As it was, only the 2k2 needed changing.
