CGS 22 again

Hello

I built the module.
But it have some problems I dont understand.

Output 1B as the same frequency as the clock input
Output 1D is not(IB)
Output 2C is 0
Output 2A is on

So it seems the Q1 (pin 12) output of the 4024 is always 0.
I changed the 4024 : always same behaviour.
I didn't detect a short between the output and ground

Any ideas ?

Is Q1 at the chip itself always 0? If yes, you really do have a short. If it
works there, you have a broken track or bad joint between the chip and the
rest of the circuity. Make sure you have the correct version of the chip in
there too, not a 74HC version.
