Problems with Stepped section of SSG - cycle out not working

Hi all,
The smooth section of my SSG is working beautifully. Unfortunately this is not the case for the stepped section.
To make troubleshooting easier I've removed the connecting which turns the second smooth function into a stepped function.
With cycle patched to IN a negative DC voltage is present at the stepped output. As the pot is turned ccw from fully cw the voltage is getting closer to ground level. At about 4 o'clock the output is just about ground level. Turning the pot further ccw does not affect the output.

With the (upper) smooth section patched as an square wave lfo the lower (stepped) section is able to slew the incoming signal.

I've changed the lm3900 and the 3080 associated with the stepped part. I've also tried looking for wrong resistor values and resoldering the socket holding the lm3900...

Any ideas on where/ what the problem might be? (I'll take some high res pictures ASAP)
