There is a tendency for all profiles for gloss paper to lean a couple of brightness points in one direction, and all matte profiles to lean the other. If this is your issue, the tips on canvas profiling from last month's newsletter (also available at www.colorvision.com) would give you pointers on such adjustments.

If its the issue noted above, its quite consistant, and can be corrected for as you build the initial profile, for further papers of a similar type.

Well, the bit about pooling ink would tend to indicate your media setting isn't optimal for your paper, even if they have similar names. I'd suggest testing a few different media settings at the Media Setting screen, and seeing if you can find a more appropriate one...
4) Would using the Expert target have helped?
No, it won't reduce overinking, or lighten or darken the profile, it will just add extra measurements, which creates a more detailed, but less smooth, profile. Sometimes it helps in some areas, often its no different than a profile from the 225 patch target.
4) Is there anything I can do make my initial profiles come out
better without the need for tweaking the brightness?
Depends on the cause. Ambient light levels or proofing light levels are another possible cause. Each cause has a different optimal solution... but if you are only a couple points from optimal with your initial build, I'd just make the adjustment, and not worry about it.
