So, I looked in C:\Program Files\Datacolor\Spyder3Print and the only folder I 
could find with targets was, of course Targets. However, in that folder the only 
version of the 225 patch target is 92 ppi. Is that ok? Also, it seemed to have 
patch J10 outlined in black.
Resolution doesn't matter for printing flat patches... and a black outline on the white patch just lets you know the patch is there...

As suggested I tried to expand the size of the target using settings in the 
Epson 2200 Page Setup. There isn't any direct way to set the margins that I can 
see. Checking the "Minimize Margins" box has no effect on the target size.

So, I need to resize in Photoshop.

Am I looking at the right target print file? If not where is it?

I sized it up in PS anyway and printed it out. It looks the same as the original 
sized print. I printed it using Document as source and No Color Management. When 
I opened it in PS I left it As Is, instead of converting to Adobe.

I'd like to make this work since it looks like patch measurement would be much 
easier.

I use Win XP Pro SP3.
