Profile Chooser is only available (and only necessary) on Windows. On the Mac, simply clicking on the profile in the OS will flash the profile's video corrections to the screen, as well as load the profile itself. The advantage of Profile Chooser on Windows is it allows this same instant application of both, so you don't end up out of sync, with one profile, but a different profile's calibration curves in the video card.
What Bill is seeing is the flash of the video card corrections, as the OS does not use the profile on the desktop image. To see both, you need to change the profile with Profile Chooser (or at the OS level on the Mac) then click back onto a Photoshop image thats visible on screen. The first change is the video card corrections, the second is the profile application.
