What you are describing is the ratcheting up of security on both Mac and Windows platforms. We used to be able to place your ICC profiles in a global library where they could be accessed by all users. Now, with newer OSes, they don't want that to happen, and eventually won't allow it to happen. This means that profiles end up at the User Library, and that you will probably want to calibrate from each user account to get calibration under each. The activation need be done only once; simply copy your activation code and type it into the right slot in the software under each account.
For printer profiles, you can save paper and ink by sending the profiles to the other accounts (email may be simplest) and put them into the profiles folder in the User ColorSync folder of each, so that all users can access them. Sorry, but rather like airport security, this is one of those things we need to live with moving forward.
