No and no. There is no process for profiling negative film in the ICC standards. Typically, scanning software will have some presets and adjustments for inverting, demasking, and tweaking negative scans. SilverFast and VueScan both have such functions. Your monitor profile will play a role in the visual adjustments, and once you have something you like on screen your printer profile will assist in getting a print thats as similar as possible, but there is no "source" ICC profile for negatives.
