Win7/64 is the OS. S3E4.02
This installation of Win7/64 has one administrator and one user.
After installing S3E4.02 I ran it while still administrator and received an error when S3E attempted to write the profile to system32/spool/color. Rebooting the system and again logging on as administrator resulted in the same error.
Finally I tried launching S3E4.02 with "Run as Administrator" while still logged on as Administrator (seems redundantly redundant..) and the profile was successfully written.
Subsequent runs while logged on as administrator worked without the "Run as Administrator" gimmick. Even after a reboot.
Seems like something is amiss with the installation process that this would be required. This has happened on two separate Win7/64 installations on different computers.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
