Update.I made a new playlist on the 5c and it showed up on the OLD ipad (9.3.5) but not my MINI ipad.  I then did the same on the OLD and it showed up on the 5c and again,  not my Mini.  I can do anything on the MINI and it won't show up anywhere.  I put a file in the new playlist on the OLD and it shows up on the 5c.  I cannot put any files in playlists on the 5c,  as it doesn't have the "+" sign.  I'm guessing due to screen size.  

There must be some setting wrong on my MINI.  The trouble is,  that's where all the playlists are that I want to get on my 5c.  I'm trying to match each and every setting in both devices including those in SMP.  I will note that both are running 9.3.5 (13G36) yet they are different on both devices.  There are some setting choices on one that are not available on the other and vice versa.
UPDATE UPDATE UPDATE - IT'S FIXED !!!!So,  I went through each and every setting between the 2 devices-Old and Mini.  As I said above,  the settings choices were not the same between the two devices which seems very strange to me.  But,  the one that I believe fixed it is the "language and region" setting.  I now live in Thailand which is where I got the MINI.  The region was set to Bangkok.  I changed that to the US, which is what my OLD ipad is set to as well as the 5c.  The MINI required a restart after the change,  which I thought was interesting and had to accept.  I was then goofing around with stuff and looked at the "recently played' playlist on each device and the songs in there were identical even though most of the songs were not even installed on the OLD.  So then I made some new lists on the MINI and they showed up on the OLD and on the 5C.  The existing playlists don't show up anywhere but if I clone them,  the new cloned one shows up.  One of the playlists has 456 songs in it and while the playlist shows up,  it does not populate the list.  I'm guessing this is because the list is too big.  I do have enough icloud storage space so it's not that.  Not sure what it is but I'll find a way to deal with that. I will check with Rolf at Roni Music and see if there is a limit to playlist size.   The one that did irk me is that I had created a new playlist on the OLD when things weren't working that is the exact same name as one of my playlists.  It had no songs in it as I was hoping they'd transfer.  That playlist is now empty on all devices.  I'll see if a restore through I-tunes will bring it back,  but I'll probably delete SMP from the other devices until I get the playlists correct and then I'll re-install it.
So,  thanks to the group and especially George for your efforts.  You got me looking deeper and deeper which finally led to the answer.
