If you're trying to run dkutils under Windows NT, 2000, or XP, the low-level floppy disk access probably is blocked by the hardware abstraction layer component of these operating systems. Earlier versions of Windows such as 95/98/ME should not have this problem (they permitted unrestricted hardware access by user programs). Not sure if Robert Swirsky (the author) is planning to update this software. If he is reading this, maybe he can chime in...?
