To format a floppy as 720k under Windows XP:
* If using a 1.44 HD floppy, cover the extra hole (the one WITHOUT the 
locking tab) with tape.
1. Click on Start -> Run.
2. Copy the following command (highlight it and do Ctrl+c), paste it in the 
"Run" box (Ctrl+v), and hit enter:
         cmd /k format a: /t:80 /n:9

It's the same as opening up a DOS prompt window and just do "format a: 
/t:80 /n:9", but I like the fact that the "run" box remembers the previous 
commands so I don't have to remember all the flags every time.  It's also 
less effort than making a batch file.  Earlier versions of Windows would 
have the option in the GUI to format as 720k, but the above command should 
still work.

Note that since the physical composition of an HD floppy is different from 
DD, although it can be formatted down to pretend as DD in the short run - 
do keep a backup of your original data in case the floppy corrupts.
