It probably needs just a little adjustment. I believe the MIDI message for
the pedal is a Controller 7 message. IF you look inside the piano, while
depressing the pedal, is there any lost motion? In other words, can you
press the pedal down (any amount) before the damper felts start coming away
from the strings? If so, have the technician come back and check the
adjustment of the pedal.

The MIDI message for the sustain pedal is controller 64. When it has a value of 0, the pedal is a rest. When it has a value of 127, it is fully depressed. If there is a value between 0 and 127, that value represents a partially depressed pedal.
If the file is a normal ".mid" file, the MIDI data can be checked in a sequencer. If the file is a ".fil" file, the file probably needs to be converted to a ".mid" file in order to be checked with a sequencer.
When checking for controller 64 data, one must be certain to look at data that applies to the piano part as opposed to an accompaniment part.
If you are able to email the file to me, I can tell you where the piano part has MIDI data.
