I can't access it directly from my computer.  I can access it using a translator like Babelfish.

It's almost certainly a DNS issue, where some folks are getting bad DNS information and getting routed to the wrong server, and other folks are getting the right DNS information.  It's not a 
browser issue at all.

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
