The PPC3 is a grey import from Japan. It was originally produced for the Japanese market only. I can't find any details on this particular model, but Disklaviers around this age (late 1980s-1990s) used double sided, double density disks (720 Kb). Both descriptions you gave refer to this type of disk.
From your description, i would suspect that you have a faulty floppy disk drive. You might get away with using a FDD cleaning kit, but it's more likely that you need a new drive.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
