i don't know of any sequencers that do bulk file processing other than using cakewalk with a CAL script. i have a program called remap channels on the download page of my web site. it can be used to move data on any chosen channel to another channel. it works from text strings of the channel mapping you want. once you write a string you can save it for future use with the remap program. if you want to change everything on all channels to channel 1 for example you would write the following 2,1 3,1 4,1 ...... 127,1 there is also a doc on using spencers utilities on the same page. be warned that strange things can happen with merged events that might not be what you had in mind. there are advantages of bulk processing but also some unintended results with files that are different from what you might expect. http://www.spencerserolls.com/Files4Download.html
