I guess I could break out my Electronotes and see how they pulled it off; there's at least one expo 4046 VCO circuit in there.
I asked Tim Servo for 4046 VCO references, and he replied:

Each of these examples has an expo converter made from a pair of 2N3904s and is not temperature-compensated.
