Access Virus has it. And since the Virus has inputs, that could solve the
problem.
Emagic Logic also has it included as standard effect (maybe that's platinum
only, I'm not sure: check their website) and it's very versatile: you can
also set different "clip" parameters etc. Works well on drumloops and the
likes.

I'm sure there are many other plugins doing this as well. I remember seeing a
free VST plugin doing the same. Can't remember its name though.

Yep, I was going to say the Virus as well.  The distortion effect has 
2 different types you'd be interested in - bit reduce and sample rate 
reduce.

The Nord Modular/MicroMod have similar capabilities (and the MicroMod 
is cheaper if you're just looking for that one effect.)

I'll post an MP3 of a simple drum loop through the Virus in a 
second...

PS - Yeah, where in the world is the machinedrum?  Disappointing not 
hearing any word about it's release and no new samples either.
