Elektron Musical Instruments

I guess I should get the less controversial out of the way first.  What 
exactly are parameter locks?  Essentially CC messages applied per step -
 kind of like the Quasimidi Polymorph?  Add a parameter to change pitch 
of a bass drum, filter cutoff on a hi-hat, that sort of thing?  Are 
they constrained to a small set of parameters (whatever the machine 
allows you to edit via the LCD) or the full CC MIDI implentation?
