Do you have a spare external scsi cable that you can use? Maybe the problem with the pheriperals could be as easy as a faulty scsi cable...Be sure to use the correct external scsi cable otherwise it won't work or there is a possibilty you will damage the scsi onboard chip. (Seen that on Inet).
To help you a little way: All pins of disconnected scsi cable on each end must be iddentical. So pin 1 is pin 1, pin 2 is pin 2 etc. untill last pin. Check with a voltage measurement tool if all pins do make contact.
I know that the stereo programmed PAL chip is very very difficult to find. But not impossible.
