Yes - you have to experiment - guess using 39000 first - please read 
the readme.

Emax stores the samples as 8 bit u-law which my program expands to 16 
bits linear.

Correct - em2 files will open directly into your 16 bit WAV editor of 
choice - open them as RAW PCM.
