I'm not sure if I understand your problem...

If you want an empty image you can create one from scratch with EMXP -
 you don't need an existing working Emax drive for that.

In EMXP just go to 
1. Manage Emu EMAX/EMAXII Images and Disks
 3. Manage Emax HD/CD Images
  3. Create new (blank) Emax-II HD/CD Image

Once you've created the image this way, you can "burn" it to your 2GB 
drive using:
1. Manage Emu EMAX/EMAXII Images and Disks
 3. Manage Emax HD/CD Images
  1. Manage existing Emax HD/CD Images
    <select the image you just created><press enter>
    3. Restore Emax HD/CD Image to removable HD

If you want, you can also add an operating system (see files section 
or emulatorarchive) to the image before writing it to your HD. That 
makes the drive bootable...

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
