Am I right in thinking that some Emax IIs shipped with Switch mode PSUs?.. that's what this sounds like to me, a switch mode PSU not firing up to the correct voltage. Often the case when the startup caps dry out.
This will usually manifest itself by a stuttering flow of power on and off, hence the light and the clicking sound
If you are handy with a soldering iron, the startup caps are relatively easy to find and replace on most switch mode PSUs

Check which PSU yours has though
