I was wondering, can the EMAX II read EMAX discs?

Yes, it definitely can.
Of course you can not boot an EMAX-II with a disk containing an EMAX-I 
OS, but reading the EMAX 8-bit compressed sound banks on an EMAX-II 
works fine. The EMAX-II OS contains the compression/decompression 
algorithms of the EMAX-I. It can even write EMAX 8-bit disks...
