If you want to put the OS on the formatted floppy disk, you have to do it in EMXP in menu 1.4..., not by dragging and dropping in Windows Explorer.
A formatted disk without an OS on it is sufficient in the Emax to load banks from it (or save banks to it). But if you also want to boot from that disk or be able to access modules (sample, preset management, preset definition, ...) with that disk inserted in the Emax, you have to put the OS on it via EMXP or EMX.
