Yes, you can do this with Logic 6 & below by tweaking the EXS files and 
making a separate file for each note.
It is a time-consuming pain to do, and will then only be available for 
the individual EXS sample instruments that you have tweaked.
You will need to do it for every exs instrument that you wish to use.

The better way to achieve what you say you want to do is to upgrade to 
LP7, which has a song tuning capability built into it, and works on all 
virtual instruments + pitch correction plug-in.

There are also ways to microtune  Melodyne which you can then use with 
the bridge, but that's another kettle of konfusions;-)

The limitation in the Song Tuning function (besides only one tenth of a 
cent claimed resolution), is that it fails to allow users to use more 
than 12 notes per octave (for only exact 2.0 (integer) octave ratio).
The default tunings provided with LP7 are pretty limited and use a very 
strange way of handling key assignment etc. which introduces a 
particular Western harmonic rational, which you will find inappropriate 
for
decent exotic tunings.

The workaround (if you need to use more than one tuning setting in a 
single song) is to bounce the tracks for each different tuning to 
audio, and them do efx, mix etc. using only audio files.
