This library is going to be released in Halion 3.1 format and it has 20,000
samples. I think you will find that EXS24 which does not allow more than 32
layers will be inadequate for some parts on this library. 

Programs like Translator and CDXtract may go some of the way toward converting
kits or perhaps kit elements but if you have to program from scratch the hours
of work required to work with such a large set of samples is going to make
conversion to EXS24 fromat a real headache.
