It's easy to do in Logic though.
If the file already has regions, in the Audio window select menu 
<Audio File><Save Region(s) As...>
This will create a new set of files which you could the load into EXS.

PS - If the file is an SD2 file, you can always import SD2 regions if 
they are not showing.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
