Quite simple - just like ReCycle.
You have a set of samples mapped in semitones (C C# D D# etc)
You have a midi file which (in the simplest form) also runs up in semitones.
Play the midi file (via Logic for example) and the samples will 
trigger in order. The beauty is that you slow down or speed up the 
tempo (within reason) and the whole loop slows down/speeds up. You 
can also tune the whole loop or individual samples with pitch bend 
info. And of course, you can re-arrange the loop, to create your own 
accents, fills etc.
