Those parameters are save with EACH instrument. If you change the instrument, it will change the output level according to the information saved with the new instrument. If you want to permanently change this, you have to do it for each instrument and then "save parameters" using the "options (I think)" button opposite the instrument selector from the edit button. It's a pain, but once it is done, it is done.
