Steinberg Halion has some sample-level parameters, and I like the way 
it's laid out. The other ones to look at are BitHeadz Unity Session 
(which also has synthesizer modules) and the upcoming MOTU Mach 5.

And then there's Soft SampleCell, which has pretty basic parameters. 
On the other hand, I use it all the time for playng SC-format 
libraries.
