EXS 24 Logic Sampler Users Group

Is there something similar to Waveburner or Spark for Windows?  I'm looking for some sort of "mastering" software.

That would be the both superb wavelab or Soundforge.
I recently bought the new Soundforge 5 for $99 and maybe they still 
have that price offer available. Otherwise it´s more something like 
$399
Also theres a mastering program called T-racks which has EQ, 
compressor and limiter. No cut/paste etc in that prog.
