The answer is simple: You just don't.
Just as with other Emagic instruments, their MIDI support (controlling them
through HW controllers and such) is more or less lousy. Program changes
aren't implemented at all... which is pretty weird as a lot of third party
plugins support program changes just fine, even inside Logic, once the
appropriate bank is loaded.
On a funny (no, actually it's sad) sidenote: The EXSP (the reduced ROM VSTi
version of the EXS) DOES support program changes once you run it in Cubase
or so.

As said, MIDI-wise Emagic's own instruments have a long way to go...

Actually I've gotten the program change in exs via midi to work now.
Logic menu -> preferences -> Key Commands
Scroll down to the bottom of "Global Commands". There you got 
Next/Previous EXS-instrument.
Then click  learn midi, and use your midi-program-change-button on your 
controller.

But that's something different: with your method, a program change 
received by the EXS will let the EXS load the next instrument in the 
list.  There's still no way you can tell the EXS to first load the 
26th instrument and then later load the 12th instrument -- which 
proper program changes _would_ make possible, and what people seem to 
want.
