Either put the REX files into your main sampler instruments folder and load them. The EXS will do the conversion for you.
Alternatively you can put them into "sampler instruments" subfolders of your currently opened song.
And further they can be opened in EXS edit mode. In that case you can even add more REX files on top of a previously loaded one.

Wow -  does that mean that I can create "sampler instruments" subfolders
inside of a particular song folder -  and that exs will be able to see them
automatically? If so that would be great - say you can store specialized
instruments for a particular song that way.

It's been like that since the EXS came out. Your songbased "sampler instruments" folders will show up as the very first entry in the
EXS instrument pulldown. And they will only show up once the song is loaded. Unfortunately this is a very poorly documented feature.
Anyways, no other sampler requires such actions at all. You just don't need to resave anything as things will be loaded with the
song automatically. The EXS is truly old-fashioned regarding such things. But as said, yes, at least it works that way.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
