It's sort of a "blind" or "absolute" controller.
It would for instance make sense on an instrument where you'd like to set the sample start a bit later globally (to avoid the
attack, or to raise it, on instruments with slower attacks). In that case you'd select sample start as a target, "maximum" as a
source and just drag the slider up.

Why not?
It's easy: "Maximum" can be used as some sort of "permanent" modulation - which is clearly making sense in some cases.
I've allready given two examples in the other thread, so here they are again:
Need your samples to kick in later to avoid the initial attack? Use "sample start" as a modulation target and "maximum" as a source,
drag slider up to your likings.
Need a longer release time than what the EXS main amp ADSR is providing? Use "amp release" as a modulation target and "maximum" as a
source.

I think the nomenclature is the problem. On a modular analogue synth, the
'Maximum' function would be referred to as 'DC Voltage' or 'Fixed Voltage'
and patched in and used to control anything you fancy (just as you
describe).

But 'Maximum' is an obscure name for the parameter.

Yes. It should actually be called "fixed" or "absolute" or whatever. Of course, it's kinda putting out a "maximum" parameter value,
but it'd be easier to understand with a more suitable name.
Anyways, once you know it it's not all that problematic anymore...

by giving a (fix) maximum value, it allows to adjust a range by  
selecting 'via' (LFO or ENV) as indirect modulation source.
by inverting 'via' you can even swap polarity..
