In short: Forget about it.

Somewhat longer answer: The EXS in Logic Express 7 is just the EXSP version, 
P standing for "Player". So it won't allow you to create your own patches.

Possible solutions:

1) Update to Logic Express 8. That will give you access to the full EXS 
version.

2) Update to Logic Studio 8. That will also give you access to Ultrabeat, 
which probably is more easy to deal with than the EXS for such tasks.

3) Get a third party drum sampler such as NI's Battery.

Personally, even if I think both the updates to Logic Express or Studio 8 
are worth the money, I'd go for option 3) anyways, especially if you plan to 
do such things more often. The plugins in Logic aren't exactly tailored for 
such things.

You can also use Translator www.chickensys.com or some other programs 
to create .exs files from scratch (.wav fiels) or from other formats 
such as Kontakt or similar.

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
