The back panel does get hot yes. you should be able to still touch it but it is hot. The power supply/distribution board KLM 376 heat sinks are attached to the back panel at this point and so heat is meant to transfer here.

Yes it is normal. If you have a look at

you can see a longish horizontal pcb on the rear side with three large
transistors mounted at the backplane. These three transistors voltage
regulating transistors use the back panel as heat sink. So it is normal
that the backpanel gets quite warm.
