In Tokyo there is a selectively enforced law that prohibits dancing 
anywhere after midnight.  Generally people forget about its existence 
but every few years some cops and politicians get a hair up their 
butt and a bunch of clubs get closed.  It would be funny if it 
weren't such a bummer.
