[L-OT] Extremely OT Windows question

Probably an easy one for anyone using Windows, but coming from a Mac 
I just about know how to start an application and not much more... 
(and I've carefully & successfully tried to remain that ignorant for 
years :-).

How do you associate a certain file extension with a certain 
application under Windows?  I.e. just like *.doc files are "known" by 
the system to belong to MS Word for example.  I suppose there's a 
Control Panel or whatever that takes care of such associations, 
right?  Or is this something the application itself has to take care 
of somehow?
