Only as it is presently implemented.

Any email admin can block the address of spammers and the like 
without actually having to read/vet every post. A seperate list is 
not necessary.

Pass thru any post marked "urgent"  or "help" without delay. Keep it 
on the main list. Simple. Fast. No fuss.

If people use the "help" tag as a ruse to post spam, propaganda, porn 
etc etc - put them in the killfile. If the odd off colour post gets 
thru before admin can attend to it I think the subscribers would be 
more than understanding.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
