56/28 = 2, so a factor of 2. If at all possible you should try to get a broadband connection. I just switched from 56k modem to cable. I pay 30 euro per month for unlimited high-speed access (8-10 times the speed of the 56k modem), and my phone-bill is 50 euro per month lower, so I actually save 20 euro per month.
