EasyPC is comparable to Eagle in price, and has many of the features of 
Pulsonix:

I used it for 20 years. It's just been updated to V9.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
