They aren't being secretive! It's just that the JTAG and Debug module interface come from ARM. You need (at least) the following documents from the ARM Tech Ref CD: DAI0028, DAI0038B and DDI0029G. The manufacturers may well protect their Flash algorithms, and they may also not document all the JTAG scan chains, but at least for the LPC2xxx, once the JTAG unit has control, it can run the IAP routines.
